Phase 3 Align

Overview

Phase 3 converts the approved Blueprint into a complete, actionable transformation plan. Six workstreams run largely in parallel: stakeholder analysis, legal compliance review, transition roadmap development, risk management, change management planning, and communications planning.


This is the most intensive planning phase and the one most frequently compressed under schedule pressure. Compressing Phase 3 is the single most reliable predictor of Phase 4 execution failure. Every minute invested in thorough planning here prevents crises during execution.


No workforce announcement occurs until all six Phase 3 workstreams are complete and Stage Gate 3 is formally passed.

  

Timeline: 3–4 Weeks

  • Complete stakeholder registry built; every stakeholder positioned on the Power-Interest Grid
  • Current support position assessed for all key stakeholders; hidden resistance identified and addressed
  • Full legal clearance obtained for all workforce transition decisions
  • Milestone-level Transition Road Map developed with owners, dates, and interdependencies
  • An interim AI Governance Framework will be established to govern the gap between the current and future state
  • Watson Risk Register built; mitigation plans and owners assigned for all key risks
  • Key Person Retention Plan finalized for high-risk talent
  • Complete Watson Change Management Plan developed (IGNITE→VISION→EQUIP→WIN→ANCHOR)
  • Full communications package produced and reviewed by legal counsel
  • Every manager is briefed and prepared to lead their team through the announcement

  

WHY THESE   STEPS ARE TAKEN


Most transformation failures are not failures of design; they are failures of influence and planning. The right future state, poorly executed because a key leader quietly resisted it, yields the same outcome as a wrong future state: a failed transformation.


Phase 3 makes the influence landscape visible and turns it into a managed workstream. Legal clearance is not optional; undocumented workforce decisions create material legal exposure. Communications sequencing matters because when employees hear about changes before their managers are briefed, the credibility of the entire transition is permanently damaged. Every element of Phase 3 is designed to prevent a specific, documented failure mode in transformation execution.

Phase 3 requires the most distributed client involvement of any phase. Leadership should plan for approximately 12–16 hours of direct engagement over the 3–4 week period:
